Once racial exclusionary clauses covered 80% of the county and land here that was sold early contained that clause. Windy Hills was developed and incorporated in 1952, so the city as such could not be a sundown city, nor is there any evidence of it in any ordinances….I would say that our suburbs are segregated by economics, not race. I know of only two Black families that live in Windy Hills (1146 households) but that may be my lack of information and quite inaccurate.”
