Elmira resident:
West Elmira is an upperclass area. Never heard of sundown rules here, but the 5PM buses and trolleys leaving West Elmira for Elmira were always full of black people (maids, butlers, chaffeurs, cooks). “W. Elmira today is still pretty white %u2014 that is where our Country Club is located. Elmira Heights was the factory area and it is still pretty white. Riverside and painted Post are the more elite areas of Corning, NY. Montour Falls is sort of a “red neck” town that is also still pretty white.”
