I grew up for several years in Washington Grove, or at the border of it. There was a distinct black community next door but not IN Washington Grove. That community, Emory Grove, was notorious for its slum conditions. It didn%u2019t get public sewage until the early 1970s I believe. Montgomery County is today one of the wealthiest counties in the nation.
